This policy governs the placement of external links on the Borough of Little Silver’s official website. For purposes of this policy, an “external link” is a hyperlink from the Borough’s website to a website maintained by another party or mention of a URL address providing users with the address of a website that does not reside on the Borough’s website. These outside websites are not owned, operated, controlled or reviewed by the Borough of Little Silver. Neither the Borough’s website nor the external links on such website constitute a forum for expressive activity by members of the public. Rather, the purpose of the Borough’s website and external links is to provide information about officials, services and attractions related to the Borough of Little Silver, as well as other governmental agencies and private organizations in partnership with the Borough. Providing external links is in no way an approval, endorsement or recommendation by the Borough of Little Silver of any website maintained by another party or the information therein; these sites are not part of the Borough’s official website. The Borough specifically disclaims any and all liability from damages which may result from the accessing of a third-party website. The Borough reserves the right to deny requests for external links or delete existing external links.
Criteria for Considering Links for the Borough’s Official Website:
- Information regarding officials, services or attractions related to the Borough of Little Silver.
- Recognition of an organization that is a strategic partner of the Borough, has co-sponsored a project with the Borough or has received Community Assistance Funding from the Borough.
- Recognition of official sites of local, state and federal governments/governmental agencies.
- Information regarding directional and climatic information.
- Timeliness and accuracy of factual material.
- Inclusion of META variables – Author, Keywords and Description. META refers to protocol and format established so information may be exchanged between different data sources.
- Links to personal websites are prohibited.
- Links to commercial websites (except as allowed by the above criteria) are prohibited.
- Links to sites associated with, sponsored by or serving a candidate for elected office, any political party or organization supporting or seeking to defeat any candidate from elected office or ballot proposal.
- Links to websites with obscene or objectionable images or text are prohibited.
When you visit this site our Web server automatically collects your IP address. This address does not identify you individually; it is your computer’s address, which tells other computers where to send data. We do not make IP addresses available to anyone outside our Information Technology staff. We use the addresses to help diagnose problems with the server and to compile statistics on usage. The Borough does not retain IP addresses in the ordinary course of business.
Our computer system uses software programs to create summary statistics, which do not contain personal identifiers and are used only for internal management functions such as counting the visitors to different sections of the site, determining what information is of most and least interest, customizing technical design specifications, and assessing system performance problems.
When you visit the site we do not obtain personally identifying information about you unless you choose to provide such information to us. In certain parts of the site, you may be asked to provide information we need to process a request, such as your name, address, gender, and credit card number. You may decline to provide this information, although doing so may limit our ability to serve you.
If you send us an email message or fill out a form that contains personally identifying information, we may use that information to respond to you, or we may redirect your question to another person in the Borough better able to answer it. We do not share information we receive with outside parties except as required by law.
Under the New Jersey Open Public Records Act, email is within the definition of a public record and may be subject to public disclosure. This includes information we collect in a questionnaire or a guest book. Email may also be subject to disclosure pursuant to the New Jersey Right to Know Law, the common law Right to Know, or other State or Federal law, or pursuant to court order. Should disclosure of any information be required, the information will be handled in accordance with the requirements of the law to ensure the greatest protection of personal privacy.
The Borough does not restrict children from visiting this site. The Borough strongly urges that children give no information over the site until they get permission from their parents or guardians.

The Mayor will appoint a Webmaster to develop the look of the website, make changes to the site, and create and maintain web pages, content and links with the approval of the Borough Administrator and the appointed Council member. The Webmaster creates content and links to other websites based on the selection criteria outlined in the Linkage Policy. With approval of the Mayor, the Webmaster may appoint a backup web technician to assist in maintaining the website. Only the Little Silver Borough Webmaster and his/her backup are authorized to make changes to the Borough of Little Silver’s website.
The website is for Borough business only. The following subject matter is considered inappropriate for the site;
- References to political or religious issues or sites. However, election issues promoting voting are permitted.
- Product or service announcements are prohibited.
- Personal items for sale.
- Links other than those authorized under the Linkage Policy.
Where images are used and a child is identifiable, written consent has to be obtained from the parent or guardian of the child.
Personal details of children such as home addresses are never to be included.
Images of identifiable adult individuals are used only when verbal consent has been given. Images will be removed upon request of the individual concerned.
